2017年12月中國(guó)鐵路總公司和湖北省政府批復(fù)的《武漢鐵路樞紐規(guī)劃(2016-2030年)》明確漢陽(yáng)站是武鐵路客運(yùn)樞紐“四主兩輔”的主樞紐之一。《武漢市國(guó)土空間總體規(guī)劃(2021-2035年)》提出將圍繞機(jī)場(chǎng)和鐵路車站形成“一港四主兩輔”的國(guó)家級(jí)樞紐格局,新增西武福高鐵、沿江高鐵等骨干線路,形成以武漢為中心的“超米字型”高鐵網(wǎng)絡(luò)。漢陽(yáng)站作為西武福高鐵的重要樞紐、武漢市“一港四主兩輔”的主樞紐之一,是武漢市規(guī)模最大的鐵路樞紐(13臺(tái)24線),對(duì)于武漢市建設(shè)國(guó)際性綜合交通樞紐城市有著重要戰(zhàn)略意義。
The Wuhan Railway Hub Planning(2016-2030),which was approved by China Railway Corporation and Hubei Provincial Government in December 2017,clearly stated that Hanyang Station is one of the master hubs among Wuhan Railway Passenger Hub Stations featuring"four-master two-auxiliary".The Wuhan Land and Space Master Plan(2021-2035)proposes that a national hub pattern featuring"one port,four master stations and two auxiliary stations"will be formed around airports and railway stations,to which backbone lines such as Xi'an-Wuhan-Fuzhou High-speed Railway and Shanghai-Chongqing-Chengdu High-speed Railway will be added,forming a"super double-cross"high-speed railway network centered on Wuhan.Hanyang Station,as an important hub of Xi'an-Wuhan-Fuzhou High-speed Railway and one of the master hubs among the"one-port four-master two-auxiliary"of Wuhan City,is the largest railway hub in Wuhan(including 13 platforms and 24 lines),which is of great strategic significance to build Wuhan into an international integrated transport hub city.
本次國(guó)際征集目的是進(jìn)一步研究高鐵4.0新標(biāo)準(zhǔn)和要求,堅(jiān)持國(guó)際視野、高點(diǎn)定位,借鑒國(guó)內(nèi)外高鐵樞紐片區(qū)規(guī)劃、建筑設(shè)計(jì)、建設(shè)和運(yùn)營(yíng)管理先進(jìn)經(jīng)驗(yàn),征集具有世界領(lǐng)先水平、荊楚地域特色和可實(shí)施性強(qiáng)的站城一體化區(qū)域城市設(shè)計(jì)及站區(qū)綜合體建筑概念方案,指導(dǎo)下一階段漢陽(yáng)站高鐵樞紐的規(guī)劃建設(shè)工作。
This international solicitation is designed to further study new standards and requirements in the High-speed Rail 4.0 era,adhere to international visions and future-oriented goals,learn from domestic and foreign advanced experience in planning,architectural design,construction and operation of HSR hub areas,and solicit the urban design of station-city integrated area and conceptual schemes for station complex building which are internationally advanced,characteristic of Hubei Region and highly feasible,so as to guide the planning and construction of Hanyang High-speed Railway Hub Station in the next stage.

III.Scope of Scheme Solicitation
1、“站區(qū)綜合體”建筑概念方案設(shè)計(jì)范圍:高鐵站房及相關(guān)附屬設(shè)施、城際及軌道交通站、各類配套交通車場(chǎng)、需與樞紐統(tǒng)一建設(shè)的商業(yè)開發(fā)空間,各類服務(wù)于樞紐的地上、地下集散空間及公共設(shè)施等,用地面積76公頃。
1.Scope of Design of Conceptual Scheme for"Station Complex"Building:high-speed railway station building and related auxiliary facilities,intercity and rail transit stations,all kinds of supporting traffic yards,commercial development spaces to be constructed in a unified manner with the hub,all kinds of above-ground and underground distribution spaces and public facilities serving the hub,etc.,covering a land area of 76 hectares.
2、“站城一體化區(qū)域”城市設(shè)計(jì)范圍:按站房、中央軸線向兩側(cè)拓展1-2個(gè)街區(qū)進(jìn)行劃定,用地面積約1.57平方公里。
2.Scope of Urban Design of"Station-City Integrated Area":The area is delimited,which reaches out by 1-2 blocks to the sides of a central axis across the station building,covering a land area of about 1.57 km2.
3、研究范圍:可擴(kuò)大到漢陽(yáng)站高鐵功能區(qū)的范圍,具體為三環(huán)線、四環(huán)線、漢陽(yáng)大道、三角湖北路圍合區(qū)域,總用地面積約11.45平方公里。
3.Scope of Study:It can be extended to the function area of Hanyang High-speed Railway Station,specifically including the area enclosed by Third Ring Road,Fourth Ring Road,Hanyang Avenue,Sanjiaohu North Road,which covers a total land area of about 11.45 km2.

本次征集規(guī)劃工作分為站城一體化區(qū)域和站區(qū)綜合體兩個(gè)層面。
The solicitation plan includes station-city integrated area and station complex.
1、“站城一體化區(qū)域”城市設(shè)計(jì)
1.Urban Design of"Station-City Integrated Area"
基于前期高鐵功能區(qū)城市設(shè)計(jì)框架成果,圍繞站區(qū)綜合體建筑概念設(shè)計(jì)方案,深化研究站城一體化區(qū)域的規(guī)劃目標(biāo)定位、產(chǎn)業(yè)功能、開發(fā)規(guī)模、空間形態(tài)、景觀風(fēng)貌、公共開敞空間、交通系統(tǒng)、地下空間等方面內(nèi)容,開展整體構(gòu)思和深化設(shè)計(jì),并對(duì)高鐵功能區(qū)城市設(shè)計(jì)的空間結(jié)構(gòu)、產(chǎn)業(yè)功能、綜合交通系統(tǒng)等提出優(yōu)化建議。
Based on previous achievements in the urban design framework for HSR function area,and centered on the conceptual design schemes for station complex building,in-depth studies will be carried out on the target positioning,industrial function,development scale,spatial form,landscape style,public open space,transport system and underground space,etc.planned for the station-city integrated area,backed with overall conception and detailed design.Also,some suggestions for optimizing the spatial structure,industrial function and integrated transport system in the urban design of the HSR function area will be put forward.站城一體化區(qū)域城市設(shè)計(jì)主要聚焦兩方面,一是對(duì)外交通銜接問(wèn)題,需處理好軌道交通、快速道路與樞紐核心區(qū)域的交通銜接。二是如何在該區(qū)域解決城市與車站的割裂問(wèn)題,實(shí)現(xiàn)融站于城,形成未來(lái)樞紐和周邊城市街區(qū)的功能、空間的融合態(tài)勢(shì)。The conceptual design of station-city integrated area shall mainly focus on the following two issues:one is the external traffic connection,which means managing the traffic connection between rail transit,expressway and hub core area;and the other is how to address the separation of the city from the station in this area and realize the station integrated into the city,so that the hub tends to be integrated with the function and space of surrounding city blocks in the future.
2、站區(qū)綜合體建筑概念方案設(shè)計(jì)
2.Design of Conceptual Schemes for Station Complex Building
聚焦“暢通高效、站城融合、綠色人文”的樞紐發(fā)展目標(biāo),重點(diǎn)研究以下兩大關(guān)系:一是站房與站前開發(fā)區(qū);二是站房與上蓋物業(yè)。加強(qiáng)各個(gè)板塊間在功能、交通、空間、景觀等方面的聯(lián)系,提出提升對(duì)策,如換乘便捷性、步行體驗(yàn)舒適度、功能復(fù)合度、與城市開發(fā)的關(guān)聯(lián)度等。
Focusing on the hub development goal to realize a"smooth and efficient,station-city integrated,and people-oriented green"mode of transport,priority is given to the following two relationships:(i)station building and station development zone;and(ii)station building and superstructure,by strengthening inter-plate connectivity in terms of function,transport,space and landscape,and putting forward improvement measures thereon,such as transfer convenience,walkability,functional combination,and relevancy with urban development.站區(qū)綜合體建筑在方案征集階段應(yīng)在建筑概念方案設(shè)計(jì)深度以上,以保證方案穩(wěn)定、可行,成果將用于指導(dǎo)下一階段站房建筑設(shè)計(jì)。The design extent of the hub's complex buildings shall be above the conceptual architectural scheme design extent at the scheme solicitation stage,to guarantee the scheme stability and feasibility.The deliverables shall be used to guide the next phase of station building design.
3、方案征集競(jìng)賽成果的整合深化
3.Integration and Development of the Deliverables of the Scheme Solicitation
以中標(biāo)方案為核心,整合、吸納各方案的優(yōu)點(diǎn)和專家評(píng)審意見(jiàn),形成高水平、可實(shí)施的方案,包括:
Centered on the winning schemes,a high-level practical scheme shall be formed by integrating and absorbing advantages of each scheme and expert reviews,including:
(1)與高鐵功能區(qū)城市設(shè)計(jì)方案的協(xié)調(diào);
(1)Coordination with urban design
(2)吸納各方案的優(yōu)點(diǎn)、專家評(píng)審意見(jiàn)、主辦方意見(jiàn),形成整合方案;
(2)Design of integrated scheme
(3)深化研究物業(yè)開發(fā)、投融資模式、公共安全及應(yīng)急疏散等方面內(nèi)容;
(3)Scheme design development
(4)形成站區(qū)綜合體綜合開發(fā)指引;
(4)Formation of guidelines for the comprehensive development of station complex
(5)對(duì)站區(qū)綜合體內(nèi)部的路、地雙方工程分界提出具體方案及建議,包括鐵路車站核心部分和地方政府開發(fā)部分。并完成樞紐分期實(shí)施計(jì)劃、投資估算及產(chǎn)權(quán)分割建議等。
(5)Put forward the concrete scheme and suggestions on division of engineering interfaces of China Railway and local government inside the station complex,including the core area of the railway station and the area of development by the local government.Finish the implementation plan of hub by stages,investment estimation,property right division proposal,etc.

報(bào)名資格
V.Registration Requirements
1、應(yīng)征申請(qǐng)人須為在境內(nèi)、境外合法注冊(cè)的法人實(shí)體或由法人實(shí)體組成的聯(lián)合體,但聯(lián)合體成員不得超過(guò)6家,且各聯(lián)合體成員均應(yīng)符合下述要求;
1.The applicant must be a legal entity legally registered at home or abroad or a consortium composed of legal entities.However,the number of members of the consortium shall not exceed 6,and all the members shall meet the following requirements.
2、在中華人民共和國(guó)境內(nèi)注冊(cè)的設(shè)計(jì)企業(yè),須具有核發(fā)的城鄉(xiāng)規(guī)劃甲級(jí)或建筑設(shè)計(jì)甲級(jí)資質(zhì);應(yīng)具備國(guó)土空間規(guī)劃設(shè)計(jì)和交通樞紐建筑設(shè)計(jì)經(jīng)驗(yàn);
2.The domestic design firm as applicant must have Class A qualifications for urban and rural planning or architectural design issued by a certification authority;and experience in land spatial planning and design of transport hub buildings.
3、中華人民共和國(guó)境外設(shè)計(jì)企業(yè),應(yīng)當(dāng)按照中華人民共和國(guó)有關(guān)法律、法規(guī)辦理相應(yīng)的市場(chǎng)準(zhǔn)入手續(xù),在近三年內(nèi)具有3項(xiàng)以上類似工程項(xiàng)目的設(shè)計(jì)業(yè)績(jī)。
3.The foreign design firm as applicant shall go through proper market access procedures in accordance with the relevant laws and regulations of the People's Republic of China,and have record of at least three successful cases of similar project design in the past three years.

VI.Registration Deadline
自發(fā)布之日起至2021年12月24日17點(diǎn)整(北京時(shí)間)截止,所有文件需在指定日期前按要求送達(dá),逾期抵達(dá)的報(bào)名申請(qǐng)概不受理。
The registration shall begin from the date of release and end at 17:00 on December 24,2021(Beijing Time).All documents must be delivered as required before the specified date.Applications received after the deadline will not be accepted.

報(bào)名方式及程序安排
VII.Registration Method and Scheduling
本次方案征集活動(dòng)分為四個(gè)階段,項(xiàng)目周期24周。
The scheme solicitation is divided into four stages,lasting for 24 weeks.
第一階段:報(bào)名及資格預(yù)審階段,共計(jì)5周。設(shè)計(jì)機(jī)構(gòu)報(bào)名,主辦方從報(bào)名單位中通過(guò)資格審查初選出6家參與方案編制,電話與網(wǎng)絡(luò)同步公告。
State 1:registration and prequalification,lasting 5 weeks in total.When there are design agencies to apply for registration,the organizer shall select 6 shortlisted applicants therefrom to participate in scheme preparation,and make an announcement thereon by telephone and on the Internet.
11月26日,通過(guò)公眾媒體發(fā)布征集公告,接受設(shè)計(jì)單位公開報(bào)名。有意參加的設(shè)計(jì)單位及聯(lián)合體通過(guò)申請(qǐng)函(閱讀原文下載)方式來(lái)報(bào)名。報(bào)名申請(qǐng)函可現(xiàn)場(chǎng)提交,也可以郵件方式提交。
On November 26,this solicitation will be announced via public media,and is open to the design agencies.Interested design agencies and consortiums shall register with an application letter(Annex 1)which may be submitted on site or by e-mail.
12月10日,組織踏勘和現(xiàn)場(chǎng)答疑,并領(lǐng)取征集文件及相關(guān)材料。
On December 10,site survey and Q&A session will be organized,and solicitation documents and related materials will be acquired.
12月24日前,設(shè)計(jì)單位及聯(lián)合體根據(jù)國(guó)際征集資格預(yù)審要求,編制資格預(yù)審材料,并現(xiàn)場(chǎng)提交,最終報(bào)名截止。
Before December 24,the design agencies and consortiums will,according to the prequalification requirements for international solicitation,prepare pre-qualification documents which shall be submitted on site prior to the registration deadline.
第二階段:方案征集及評(píng)審階段,共計(jì)13周。設(shè)計(jì)單位完成征集方案正式成果,主辦方組織對(duì)6家設(shè)計(jì)機(jī)構(gòu)提交的征集方案正式成果進(jìn)行評(píng)審,評(píng)選出前三名為優(yōu)勝方案作為推薦候選人。
Stage 2:scheme solicitation and review,lasting 13 weeks in total.When the design agencies complete deliverables,the organizer shall organize reviews of the deliverables submitted by six design agencies,to select the top three as the winning schemes and recommended candidates.
第三階段:中標(biāo)機(jī)構(gòu)確定階段,共計(jì)1周。主辦方組建定標(biāo)委員會(huì)(7名),從3名推薦候選人中確定1名中標(biāo)人,作為方案整合深化設(shè)計(jì)機(jī)構(gòu),并予以公示。
Stage 3:winner determination,lasting 1 week in total.The organizer shall set up a bid award committee(consisting of 7 members)to determine one winner from the 3 recommended candidates as the scheme integration and station complex building design institution,which shall be announced to the public.
第四階段:征集方案整合和深化階段,共計(jì)5周。以優(yōu)勝方案為核心,由中標(biāo)機(jī)構(gòu)整合形成高水平、可實(shí)施的設(shè)計(jì)方案,并對(duì)高鐵功能區(qū)城市設(shè)計(jì)提出優(yōu)化建議。
Stage 4:scheme integration and development,lasting 5 weeks in total.Taking the winning schemes as the core,the winner shall integrate them into a high-level practical design scheme,and put forward suggestions for optimizing the urban design of the HSR function area.

相關(guān)費(fèi)用
VIII.Compensation
本次方案征集費(fèi)用均以人民幣支付,稅費(fèi)均由設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體)自理。經(jīng)過(guò)專家評(píng)審后,符合設(shè)計(jì)要求的設(shè)計(jì)機(jī)構(gòu)(聯(lián)合體),依據(jù)其排名將獲得如下方案征集費(fèi)用:
The scheme compensation in this solicitation will be paid in RMB,and any taxes and fees incurred therefrom shall be borne by design agencies(consortiums).Design agencies(consortiums)that meet the design requirements upon review by experts will receive the following compensation depending on their rankings:
中標(biāo)單位:方案征集費(fèi)700萬(wàn)元(含整合深化方案費(fèi)用)。
Winner:Compensation of RMB 7 million(including the compensation for scheme integration and development).第二、三名單位:方案征集費(fèi)各300萬(wàn)元。Second and third places:Compensation of RMB 3 million separately.第四、五、六單位:方案征集費(fèi)各200萬(wàn)元。Fourth,fifth and sixth places:Compensation of RMB 2 million separately.
備注:以上費(fèi)用已包括投標(biāo)人的所有成本、利潤(rùn)和稅金,組織方不再補(bǔ)償額外的費(fèi)用。
Note:The above-mentioned compensation includes all costs,profits and taxes of the bidder,and the organizer will not compensate for extra expenses.
