為深入貫徹習(xí)近平生態(tài)文明思想，落實十四五和粵港澳大灣區(qū)的發(fā)展規(guī)劃內(nèi)容，提升全市國土空間開發(fā)保護(hù)利用水平，統(tǒng)籌各類資源與要素配置，肇慶市積極響應(yīng)新一輪國土空間規(guī)劃，健全地區(qū)國土空間開發(fā)保護(hù)制度，統(tǒng)籌建設(shè)粵港澳大灣區(qū)重要節(jié)點城市，努力打造新時代生態(tài)文明建設(shè)的典范城市。肇慶市國土空間總體規(guī)劃明確構(gòu)建市域“一帶一廊一區(qū)”的國土空間總體格局；以肇慶新區(qū)、端州區(qū)為引擎，聯(lián)動鼎湖區(qū)、高要城區(qū)、四會城區(qū)，大力發(fā)展都市型經(jīng)濟和幸福產(chǎn)業(yè)，加快建設(shè)幸福產(chǎn)業(yè)（城市經(jīng)濟產(chǎn)業(yè)）集聚帶，打造高品質(zhì)新都市、大灣區(qū)康養(yǎng)休閑旅游度假勝地；優(yōu)化中心城區(qū)空間結(jié)構(gòu)，培育產(chǎn)業(yè)核心引擎，聚焦肇慶高新區(qū)、西江高新南區(qū)、金利高新區(qū)、四會產(chǎn)業(yè)園、空港經(jīng)濟區(qū)，縱觀南北建設(shè)西江先進(jìn)制造業(yè)走廊。
To thoroughly apply Xi Jinping’s thought of conservation culture, implement the “14th Five-Year Plan” and Guangdong - Hong Kong - Macao Greater Bay Area development plan and coordinate the allocation of various resources and factors, Zhaoqing actively responds to the new land spatial plan. Zhaoqing supplements the regional land space development protection system, coordinates the construction of important node cities in the Guangdong-Hong Kong-Macao Greater Bay Area and finally builds a model city for conservation construction in the new era. The masterplan of Zhaoqing’s land spatial plan clearly established a general framework of “One belt, One corridor, One district”in the city；taking the Zhaoqing New District and Duanzhou District as engines, linking the Dinghu district, the Gaoyao District district and the Sihui district. Zhaoqing vigorously develop the urban economy and the happiness industry, accelerate the construction of the happiness industry (urban economic industry) agglomeration zone, to create a high-quality new city and a Leisure and Tourism destination. Zhaoqing will optimize the spatial structure of the central urban area, focus on Zhaoqing high-tech zone, Xi River high-tech South Zone, Jinli high-tech zone, Sihui industrial park, airport economic zone, north-south construction of Xi River advanced manufacturing corridor.
肇慶高新區(qū)積極部署新能源產(chǎn)業(yè)項目，推進(jìn)具有核心競爭力和特色優(yōu)勢的新能源汽車產(chǎn)業(yè)集群作為排頭兵，致力于打造世界級新能源產(chǎn)業(yè)高地，助力國家十四五和粵港澳大灣區(qū)加快發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)。根據(jù)新發(fā)展理念，堅持一體化高質(zhì)量發(fā)展，全面統(tǒng)籌國土資源、實施“規(guī)、建、管”共推共進(jìn)，生產(chǎn)、生活、生態(tài)共融的總體要求，按照“無策劃不規(guī)劃、無規(guī)劃不設(shè)計、無設(shè)計不實施”的核心思想，推動高新區(qū)大旺新能源汽車產(chǎn)業(yè)城地塊的建設(shè)。借鑒雄安和先進(jìn)地區(qū)經(jīng)驗，開展大旺新能源汽車產(chǎn)業(yè)城概念性總體規(guī)劃及專項規(guī)劃編制國際競賽，誠邀國內(nèi)外具有豐富的相關(guān)設(shè)計經(jīng)驗的設(shè)計機構(gòu)，集思廣益、博采眾長、匯集智慧，集智聯(lián)創(chuàng)形成高水平的概念性總體規(guī)劃方案及綠色能源、綠色建筑、智能交通、市政基礎(chǔ)設(shè)施等專項規(guī)劃，助力肇慶市打造世界級新能源產(chǎn)業(yè)高地。
Zhaoqing High-tech zone actively deploys new energy industry projects, promotes new energy automobile industry clusters which processed core competitiveness and characteristic advantages to be the vanguard, to build up a world-class new energy industry highland, supporting the “14th Five-Year Plan” and the development of emerging industries strategic of the Guangdong - Hong Kong - Macao Greater Bay Area. According to the new concept of the overall requirements of integrating high-quality development, making overall plans for Land and resources, implementing “Planning, construction and management”, and promoting common progress, production, life and ecology into the overall demands, Zhaoqing complies to the core idea of ‘no Scheming no planning, no planning no design, no Design no Practicing’, promotes the construction of Dawang New Energy Vehicles Industry City in High-tech zone. Drawing on the experience of Xiongan and the advanced regions, we will launch an international competition for the preparation of the conceptual master plan and the special plan of Dawang New Energy Vehicles Industry City, and invite design institutions with rich relevant design experience at home and abroad, we will pool our wisdom and wisdom together to create a high-level conceptual master plan and special plans for green energy, green buildings, intelligent transportation, and municipal infrastructure, helping Zhaoqing build a world-class new energy industry.
本次設(shè)計競賽由肇慶高新區(qū)管委會主辦，肇慶高新區(qū)發(fā)展規(guī)劃和國土資源局承辦。由江西中昌工程咨詢監(jiān)理有限公司作為競賽顧問單位，廣東粵能工程管理有限公司作為競賽代理單位。
The Competition Sponsor is Zhaoqing High Technology Industry Development Zone Management Commission. The Competition Organizer is Zhaoqing High Technology Industry Development Zone Urban Planning and Land Resources Administration. The Competition Consultant is Jiangxi Zhong Chang Engineering Consultation & Supervision Co., Ltd. The Competition Organizing Agent is Guangdong Yueneng Project Management Co., Ltd.

競賽范圍

Scope of design competition
競賽范圍包括整體拓展研究范圍和概念總體規(guī)劃設(shè)計范圍兩個層次（詳見附件1）。
The scope of design competition comprises of research scope and design scope (see Annex 1 for details).
(1) 整體拓展研究范圍expanding the scope of the study as a whole
研究范圍包含新能源汽車產(chǎn)業(yè)城及其周邊地區(qū)，約43.6 平方公里（65400畝），包括北部大南山森林公園、東部肇慶高新技術(shù)產(chǎn)業(yè)培育區(qū)、南部創(chuàng)新大街沿線等區(qū)域，包含片區(qū)及周邊關(guān)聯(lián)區(qū)域，充分考慮片區(qū)與周邊已建成區(qū)域及更大的城市片區(qū)的產(chǎn)業(yè)、功能及空間關(guān)系。
Research Scope includes the surounding area of the New Energy Vehicle Industry, with a size of 4360ha, Dananshan Forest Park, Zhaoqing East High-Tech Zone and Innovation Dadao are all included.Task in this scope is to consider the built projects and industry closeby, and the programs, space relation, ect.
(2) 概念性總體規(guī)劃設(shè)計范圍 Conceptual Masterplan Scope
概念性總體規(guī)劃范圍為研究范圍內(nèi)新能源汽車產(chǎn)業(yè)城地區(qū)，約14.5平方公里（21700畝），東至Y465鄉(xiāng)道蘆村段（亞鋁地塊以東、以北，珠三角環(huán)線高速以南部分區(qū)域）、天逕山公園，西至Y260鄉(xiāng)道（龍湖大道以西部分區(qū)域）、大南山森林公園，南至科技大街、創(chuàng)新大街，北接三水區(qū)南山鎮(zhèn)（現(xiàn)狀龍湖大道北端），包括科技創(chuàng)新園、生產(chǎn)智造園、配套產(chǎn)業(yè)園等區(qū)域。
The conceptual master plan covers about 14.5 square kilometers (21,700 mu) of the new energy automobile industry city area within the scope of the study, and extends to Lucun section of Township Road Y465(east, north and south of the sub-area of the Alu sub-plot) and Mount Tianjing Park, west to Y260 township road (west of Longhu District Avenue) , Da Nanshan Forest Park, south to science and Technology Street, Innovation Street, north to Sanshui District Nanshan town (north of the current Longhu District Avenue) , including Science and Technology Innovation Park, intelligent production park, supporting industrial park and other areas.

競賽內(nèi)容

(1) 設(shè)計競賽階段工作內(nèi)容 content of the design competition stage
設(shè)計競賽階段要求根據(jù)設(shè)計任務(wù)書開展概念性總體規(guī)劃方案設(shè)計及提交專項規(guī)劃設(shè)計概要。概念性總體規(guī)劃方案設(shè)計以該區(qū)域為中心研究“生產(chǎn)智造、科技創(chuàng)新、生產(chǎn)生活”為內(nèi)核的片區(qū)發(fā)展戰(zhàn)略，提出片區(qū)整體規(guī)劃設(shè)計理念與思路、總體空間結(jié)構(gòu)、整體功能布局、綜合交通布局、慢行系統(tǒng)規(guī)劃、公共空間場景、開發(fā)強度引導(dǎo)、城市風(fēng)貌控制、三維形態(tài)設(shè)計、功能指標(biāo)引導(dǎo)等內(nèi)容。專項規(guī)劃設(shè)計概要包括智能交通專項規(guī)劃、市政基礎(chǔ)設(shè)施專項規(guī)劃、綠色能源專項規(guī)劃和綠色建筑專項規(guī)劃的設(shè)計概要。
In the design competition stage, the conceptual master plan design and the special plan design outline are required to be carried out according to the design task sheet. The conceptual master plan takes this area as the center to study the development strategy of the area with the core of “Intelligent production, scientific and technological innovation, production and life”, this paper puts forward the design concept and thinking of the overall planning of the area, the overall spatial structure, the overall functional layout, the comprehensive traffic layout, the slow-moving system planning, the public space scene, the development intensity guidance, the city style control, the three-dimensional shape design, the function index guidance and so on. The special planning and design outline includes the intelligent transportation special planning, the municipal infrastructure special planning, the Green Energy Special Planning and the green building special planning.
(2) 競賽后續(xù)方案深化工作內(nèi)容 the follow-up Plan of the competition will deepen the content of the work
獲得后續(xù)整合深化權(quán)的設(shè)計機構(gòu)（含聯(lián)合體）在競賽階段成果的基礎(chǔ)上，吸收其他參賽單位方案的優(yōu)點，并根據(jù)專家評審意見、組織單位及相關(guān)部門意見等，修改完善方案，提交最終優(yōu)化成果，包括本項目概念性總體規(guī)劃及四類專項規(guī)劃編制（智能交通專項規(guī)劃、市政基礎(chǔ)設(shè)施專項規(guī)劃、綠色能源專項規(guī)劃和綠色建筑專項規(guī)劃），深度滿足報批要求。

競賽方式

本次競賽工作分三個階段進(jìn)行：第一階段－資格預(yù)審；第二階段－方案設(shè)計；第三階段－深化設(shè)計及整合。
The competition is divided into three stages: The first stage-pre-qualification；the second stage-scheme design；and the third stage-deepening design and integration.
1.第一階段—資格預(yù)審The first stage—pre-qualification
（1）本次競賽采用公開競賽的方式，公開接受符合資格條件的國內(nèi)外設(shè)計單位（包括聯(lián)合體，下同）的參賽申請。
The open competition mode is adopted for this competition, in which the competition openly accepts applications from eligible domestic and international design units (including consortium, the same below) that meet the qualification requirements for participation.
（2）由競賽主辦單位、競賽承辦單位依法組建的資格預(yù)審委員會對參賽申請單位提交的參賽申請文件（含概念提案）進(jìn)行審查，采用記名投票方式擇優(yōu)評選出5家具有卓越的類似項目經(jīng)驗、設(shè)計團隊具備一定實力的國內(nèi)外設(shè)計單位參賽。

（3）擇優(yōu)評選出的5家正式參賽單位將收到由競賽主辦單位、競賽承辦單位發(fā)出的參賽邀請函。確認(rèn)參賽的正式參賽單位因非不可抗力因素中途退出或最終放棄競賽，競賽主辦單位、競賽承辦單位有權(quán)拒絕該參賽單位參加競賽主辦單位、競賽承辦單位其他任何建設(shè)項目的競賽。
The five official competition units shortlisted will receive invitation letters from the competition organizer and competition operator. （4）如出現(xiàn)正式參賽單位退出本次競賽的，競賽主辦單位、競賽承辦單位將按備選單位排名順序替補該名額。

2.第二階段—方案設(shè)計The second stage—design competition
（1）5家參賽單位按后續(xù)發(fā)布的《競賽技術(shù)文件》要求進(jìn)行方案設(shè)計，并按時提交一套完整的競賽成果文件。每家參賽單位限報1組設(shè)計方案，正式參賽單位以外的設(shè)計單位報送的設(shè)計方案將不予受理。

Each participating unit is limited to submit 1 group design proposal. The design proposal submitted by a design unit other than the formal participating unit will not be accepted.
（2）由競賽主辦單位、競賽承辦單位依法組建的方案評審委員會對提交的參賽方案進(jìn)行評審，采用記名投票方式評選出三名優(yōu)勝方案。競賽主辦單位將組建戰(zhàn)略委員會，從優(yōu)勝方案中選出一家，獲得后續(xù)方案整合、優(yōu)化完善工作。

（1）獲得整合深化權(quán)的設(shè)計單位在競賽階段成果的基礎(chǔ)上，吸收其他參賽方案的優(yōu)點，并根據(jù)專家評審意見、組織單位及相關(guān)部門意見等，修改完善方案，提交最終優(yōu)化成果。

（2）如獲得整合深化權(quán)的設(shè)計單位不能履約或放棄后續(xù)方案整合、優(yōu)化完善工作的，戰(zhàn)略委員會可以選擇其他優(yōu)勝方案單位接替，或整合深化單位空缺。
If the design unit that has won the right to deepen integration can not fulfill the contract or give up the integration and optimization work of the follow-up program, the Strategy Committee may choose another unit of the winning program to replace it or the vacancy of the integration and deepening unit.

競賽費用

Competition fees
1.設(shè)計競賽成本補償費Design Competition Cost Compensation Fee
經(jīng)專家審查確認(rèn)為有效設(shè)計成果而未獲得方案整合深化權(quán)的入圍參賽機構(gòu)（聯(lián)合體視為一家參賽機構(gòu)），每家參賽機構(gòu)可獲得成本補償費人民幣捌拾萬元整（￥800,000.00）（含稅）。
When the design result is verified by the experts as effective, each participating institution(the consortium will be regarded as one participating institution) will get a cost compensation fee of RMB 800,000.00 (Including tax) if they couldn’t obtain the right to deepen the integration of the scheme.
2.優(yōu)勝方案獎金B(yǎng)onus for winning proposal.
經(jīng)專家評審為優(yōu)勝方案而未獲得方案整合深化權(quán)的2家優(yōu)勝方案參賽機構(gòu)，可在成本補償費基礎(chǔ)上另各獲得獎金人民幣叁拾萬元整（￥300,000.00）。即每家優(yōu)勝方案參賽機構(gòu)共可獲得人民幣壹佰壹拾萬元整（￥1,100,000.00）（含稅）。
The winning scheme assessed by experts will receive a bonus of RMB 300,000.00 on top of the cost compensation. That is, the participating organization will receive a total of RMB 1,100,000.00 (including tax) .
3.方案整合深化費用Proposal integration and expansion fee
取得整合深化權(quán)的參賽機構(gòu)，在該參賽機構(gòu)競賽階段成果的基礎(chǔ)上，按組織單位要求對競賽方案進(jìn)行整合深化，提交符合要求的整合深化成果后，共可獲得人民幣叁佰捌拾萬元整（￥3,800,000.00）（含稅）（固定價，已包含完成競賽方案設(shè)計及整合深化設(shè)計工作的全部費用）。

4.支付方式Mode of Payment
設(shè)計競賽成本補償費與獎金、方案整合深化費用均以人民幣支付，由設(shè)計競賽活動的承辦單位與參賽機構(gòu)結(jié)算，產(chǎn)生的任何稅金由參賽機構(gòu)自行承擔(dān)。所獲成本補償、獎金及方案整合優(yōu)化費用均以人民幣在境內(nèi)支付境內(nèi)參賽機構(gòu)。
The design competition cost compensation, bonus and proposal integration and expansion fees are all paid in RMB and shall be settled by the organizer of the design competition with the participating design companies, and any taxes incurred shall be borne by the participating design companies. 說明：Clarification:
（1）設(shè)計競賽成果經(jīng)評審委員會評定為無效方案的參賽機構(gòu)，將不能獲得任何競賽成本補償、獎金及費用。
Participating design companies whose design competition proposal outcomes are deemed unfeasible by the review committee will not be eligible for any design competition cost compensation, bonuses and fees.
（2）本次設(shè)計競賽活動的成本補償費包含參賽機構(gòu)在本次設(shè)計競賽期間所發(fā)生的全部費用（包括但不限于設(shè)計費用、成果制作費用、設(shè)計調(diào)研費用、配合召開相關(guān)項目溝通會議所產(chǎn)生的差旅費用、設(shè)計版權(quán)費用、相關(guān)稅費等），不再支付任何其他費用。
The cost compensation fee of this design competition includes all the costs incurred by the participating design companies during the design competition (including but not limited to design fees, results production costs, design research costs, travel costs incurred for holding relevant project communication meetings, design copyright fees, relevant taxes, etc.)，no further charges will be paid.

申請人參賽資格

Applicant’s qualification
1、中華人民共和國境內(nèi)設(shè)計機構(gòu)，即國內(nèi)設(shè)計機構(gòu)需具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)，同時應(yīng)有與本項目相類似的城鄉(xiāng)規(guī)劃及城市設(shè)計經(jīng)驗（須提供自2010年1月1日起至今的同類項目城鄉(xiāng)規(guī)劃編制業(yè)績）。
（注：因國家機構(gòu)改革，原城鄉(xiāng)規(guī)劃資質(zhì)證書頒發(fā)部門中華人民共和國住房和城鄉(xiāng)建設(shè)部已不再受理規(guī)劃資質(zhì)的延續(xù)和申報，原有規(guī)劃資質(zhì)可作為參考，有效期不作強制要求。）
Design institutions within the territory of the People’s Republic of China, that is, domestic design institutions, shall have the grade a qualification for urban and rural planning, experience in urban and rural planning and urban design similar to this project (must provide urban and rural planning performance of the same project from 1 January 2010 to date) .
(Note: Due to the reform of the state organs, the original urban and rural planning qualification certificate Issuing Department Ministry of Housing and Urban-Rural Development of the People’s Republic of China no longer accept the extension and application of the planning qualification. The original planning qualification can be used as a reference, the validity period is not mandatory.)
2．中華人民共和國境外的設(shè)計機構(gòu)，即國外或港澳臺地區(qū)設(shè)計機構(gòu)須在國際上有較高知名度，同時應(yīng)有與本項目相類似的城鄉(xiāng)規(guī)劃及城市設(shè)計經(jīng)驗（須提供自2010年1月1日起至今的同類項目城鄉(xiāng)規(guī)劃編制業(yè)績）。
Design institutions outside the People’s Republic of China, that is, design institutions outside the People’s Republic of China, or those in Hong Kong, Macao, and Taiwan, must have a high international profile, experience in urban and rural planning and urban design similar to this project (must provide urban and rural planning performance of the same project from 1 January 2010 to date).
3．本次競賽接受境內(nèi)設(shè)計機構(gòu)單獨或組成聯(lián)合體參與、境外設(shè)計機構(gòu)組成聯(lián)合體參與，不接受自然人或自然人組合參與。其中境外設(shè)計機構(gòu)必須聯(lián)合境內(nèi)設(shè)計機構(gòu)形成聯(lián)合體參與。境內(nèi)外設(shè)計機構(gòu)均須在其所在地完成合法、有效的機構(gòu)注冊；境外設(shè)計機構(gòu)如使用中國境內(nèi)企業(yè)法人的身份提交參賽申請時，需提供其與境外母公司的關(guān)系證明。組成競賽聯(lián)合體的機構(gòu)數(shù)量不得超過3家，聯(lián)合體內(nèi)各機構(gòu)不得再以自己名義單獨參賽，或與其他設(shè)計機構(gòu)組成新的聯(lián)合體參賽。聯(lián)合體參賽時須提交《聯(lián)合體協(xié)議書》并在協(xié)議里明確聯(lián)合體的主體單位，各設(shè)計機構(gòu)的職責(zé)分工、各自承擔(dān)的工作量（詳見附件3）。

Domestic and foreign design institutions shall complete the legal and effective registration in their locality, and foreign design institutions shall provide proof of their relationship with their foreign parent companies when submitting applications for participation in the competition using the identity of enterprises as legal persons in China. The number of institutions forming a competition consortium shall not exceed three, and each institution within the consortium shall no longer participate in the competition in its own name alone, or in a new consortium with other design institutes. When participating in the competition, the consortium shall submit the consortium agreement, in which the principal unit of the consortium, the division of responsibilities and the respective workload of each design institution shall be specified (see Annex III for details) .
4．單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，都不得同時單獨或加入不同的聯(lián)合體進(jìn)行申請參賽。

5．參與競賽的設(shè)計人員應(yīng)為本設(shè)計機構(gòu)的在職員工，領(lǐng)銜設(shè)計師應(yīng)全程參與競賽，領(lǐng)銜設(shè)計師應(yīng)為聯(lián)合體主體單位的在職員工，曾主持過多個同類型項目的規(guī)劃設(shè)計。
The designers participating in the competition should be in-service employees of the design organization, the leading designers should participate in the competition all the way, and the leading designers should be in-service employees of the main units of the consortium, who have presided over the planning and design of many projects of the same type.

7．參賽團隊能響應(yīng)本次競賽設(shè)計任務(wù)要求，提出概念性提案。

時間安排

Schedule
1.2021年11月29日–12月13日：發(fā)布公告，接受設(shè)計單位提交參賽申請文件。
2021.11.29-2021.12.13：Publish announcement, accept the design unit to submit the application document of the competition.
2.2021年12月中旬：對參賽申請文件進(jìn)行評審，確定入圍設(shè)計單位。
2021.12 Mid-month：To assess the application documents for the competition, and determine the shortlisted design units.
3.發(fā)布會暨現(xiàn)場踏勘時間計劃安排在2021年12月27日。
2021.12.27：Press conference cum on-site inspection.
4.2021年12月27日–2022年2月16日：入圍設(shè)計單位開展方案設(shè)計工作，設(shè)計周期約52個日歷天。
2021.12.27-2022.2.16：Shortlisted design units to carry out the scheme design work, design cycle of about 52 calendar days.
5.專家評審會時間計劃安排在2022年2月17日。
2022.02.17：The expert evaluation meeting.
6.承辦單位保留調(diào)整日程安排的權(quán)利。受疫情影響，組織單位將對具體會議時間節(jié)點、形式作適時調(diào)整，屆時將以承辦單位發(fā)布的通知為準(zhǔn)。

1.本次國際競賽采用中文或中英文對照格式；當(dāng)中英文內(nèi)容不一致時，以中文為準(zhǔn)。
Conceptual Masterplan & Special Planning (Summary) International Competition adopts Chinese or chinese-english comparison format；in case of inconsistency between Chinese and English content, Chinese shall prevail.
2.本次競賽的日程安排時間均以北京時間為準(zhǔn)。受疫情影響，承辦單位可對具體時間節(jié)點和會議形式作適時調(diào)整，并及時通知參賽單位。
The schedule of this competition is based on the China Standard Time. Affected by the epidemic, the organizers can make timely adjustments to the specific time node and the format of the meeting, and inform the participating units in a timely manner.
3.凡入圍并獲得正式邀請函的參賽單位領(lǐng)銜設(shè)計師與主要設(shè)計人員須親自參與現(xiàn)場踏勘、方案評審、深化階段主要會議的交流與匯報。請設(shè)計機構(gòu)根據(jù)各地區(qū)疫情防控要求提前作好相應(yīng)準(zhǔn)備。
The leading designers and key design personnel of the entry units who are shortlisted and have received the formal invitation letter should personally participate in the on-site reconnaissance, evaluation of the scheme and the communication and report of the main meetings in the deepening stage. Design institutions are requested to make corresponding preparations in advance according to the requirements of epidemic prevention and control in various regions.
4.凡入圍并應(yīng)邀參加本次國際競賽的設(shè)計機構(gòu)，均被視為同意并接受本次活動規(guī)則以及各階段相應(yīng)的文件及其補充（修改）文件和澄清文件之全部內(nèi)容及條款。
The shortlisted teams are defaultly agree to and accept the rules of the event and all the contents and terms of the documents and supplementary (amendment) documents and clarification documents in the whole stage.
5.本次概念性總體規(guī)劃及專項規(guī)劃編制國際競賽中接收的所有有效的設(shè)計成果均不退回。入圍參賽單位提交的概念性總體規(guī)劃設(shè)計方案成果文件歸承辦單位所有。各參賽單位對其提交的方案享有署名權(quán)。
All effective design results received in the international competition for the preparation of the conceptual master plan and the special plan will not be returned. The outcome document of the conceptual master plan and design plan submitted by the finalists shall be owned by the undertaking unit. Each participating unit shall have the right of signature on the proposal submitted by it.
6.若入圍但參加本次國際競賽的應(yīng)邀設(shè)計機構(gòu)不足五家，則本次競賽活動失敗，承辦單位將重新組織第二次公開競賽。
If there are not more than five design organizations selected for this international competition, the competition will fail and the organizers will organize a second open competition.
7.活動解釋權(quán)：因?qū)Ρ敬位顒右?guī)則的有不同理解，本次活動的主辦單位和承辦單位共同享有解釋權(quán)。
Activity right of interpretation: Because of the different understanding of the rules of this activity, the organizers and the organizers of this activity jointly enjoy the right of interpretation.
