本次規(guī)劃編制分為兩個(gè)階段。第一階段為國(guó)際征集階段，第二階段為深化整合階段。This planning is divided into two stages. The first stage is the international solicitation stage, and the second stage is the deepening integration stage.

對(duì)科學(xué)城九龍坡片區(qū)進(jìn)行城市策劃工作，包括謀劃目標(biāo)定位、提出產(chǎn)業(yè)發(fā)展策略、構(gòu)建產(chǎn)業(yè)功能體系、布局城市配套功能、營(yíng)造生產(chǎn)生活生態(tài)場(chǎng)景，同時(shí)對(duì)規(guī)劃區(qū)內(nèi)生態(tài)保護(hù)、土地利用、空間結(jié)構(gòu)、交通組織、城鄉(xiāng)融合等方面進(jìn)行規(guī)劃設(shè)計(jì)。最終提出規(guī)劃的實(shí)施措施以及分期開發(fā)的保障措施，建立實(shí)施項(xiàng)目庫(kù)，明確項(xiàng)目建設(shè)時(shí)序。The work includes planning target positioning, proposing industrial development strategies, constructing an industrial function system, arranging urban supporting functions, creating ecological scenes of production and life, and providing ecological protection, land use, and space in the planned area. （一）本次國(guó)際征集公告采用中英文對(duì)照格式，當(dāng)中英文內(nèi)容不一致時(shí)，以中文為準(zhǔn)。
12.1 This international solicitation announcement adopts Chinese or Chinese-English bilingual format, if the meaning of content is inconsistent of Chinese and English versions, the Chinese one shall prevail.（二）本次國(guó)際征集階段時(shí)長(zhǎng)約60天；深化整合階段時(shí)長(zhǎng)約60天。（深化整合階段時(shí)間可根據(jù)項(xiàng)目進(jìn)度調(diào)整）12.2 The time of the international solicitation phase is about 60 days; the time of the deepening phase is about 60 days. 12.3 The schedule by the organizer is based on Beijing time. Due to the Covid-19 pandemic, the organizer can make timely adjustments to the specific time nodes and meeting way, and notify design agencies in time.（四）獲得正式邀請(qǐng)函的設(shè)計(jì)機(jī)構(gòu)主創(chuàng)設(shè)計(jì)師與主要設(shè)計(jì)人員須親自參與啟動(dòng)會(huì)現(xiàn)場(chǎng)踏勘、方案評(píng)審、深化階段主要會(huì)議的交流與匯報(bào)，并用中文進(jìn)行匯報(bào)。請(qǐng)?jiān)O(shè)計(jì)機(jī)構(gòu)根據(jù)各地區(qū)疫情防控要求提前作好相應(yīng)準(zhǔn)備。12.4 The chief designer and main designers of the design agency who have received the formal invitation letter must personally participate in the site survey, conceptual plan review, exchanges and reports at the main meetings of the deepening stage, and report in Chinese. Design agencies are requested to make corresponding preparations in advance according to the requirements of Covid-19 prevention and control at different regions.（五）凡報(bào)名參加本次活動(dòng)的設(shè)計(jì)機(jī)構(gòu)，均被視為同意并接受本次活動(dòng)規(guī)則以及各階段相應(yīng)的文件及其補(bǔ)充（修改）文件和澄清文件之全部?jī)?nèi)容及條款。12.5 All design agencies that sign up for this event are deemed to have agreed and accepted the rules of this event and the corresponding documents at each stage, as well as their supplementary (modified) documents and all the contents and terms of the clarification documents.（六）應(yīng)征設(shè)計(jì)機(jī)構(gòu)聯(lián)合體需保證所有報(bào)名材料真實(shí)、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。12.6 The consortium of applied design agencies shall ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.（七）各申請(qǐng)人參加本次活動(dòng)產(chǎn)生的一切費(fèi)用均自理。12.7 All applicants shall be responsible for all expenses incurred in participating in this event.（八）活動(dòng)解釋權(quán)：因?qū)Ρ敬位顒?dòng)規(guī)則的有不同理解，本次活動(dòng)的主辦單位享有解釋權(quán)。12.8 Right to interpret the event: Due to different understandings of the items of this activity, the organizer has the right to interpret.
