  Jianhu(Jian Lake)acts as a cultural landmark and witnesses the development of the times,transcending itself unremittingly.

  Project Location
  項(xiàng)目位于中國(guó)浙江省紹興市柯橋區(qū)中部的鑒湖及兩岸，是柯橋城區(qū)的重要組成部分。
  2021年，在《柯橋區(qū)“十四五”城市空間總體規(guī)劃》中，鑒湖兩岸屬于“中都市”“南花園”的雙重功能區(qū)。
  The project is located in the middle of Keqiao District,Shaoxing City,Zhejiang Province,across both banks of Jianhu.It is an important part of Keqiao's urban area.
  In the Master Urban Spatial Planning of Keqiao District During the 14th Five-Year Plan Period released in 2021,both sides of Jianhu are deemed as a dual-functional area characterized by"Middle City"and"South Garden".

  Project Background
  鑒湖，是越地的母親湖。它是中國(guó)最古老的水利工程之一，是浙東唐詩(shī)之路的重要傳播帶，也是唯一的紹興黃酒之源。
  如今，鑒湖的精華段位于鑒湖旅游度假區(qū)。這里歷史積淀深厚，也是紹興市柯橋區(qū)的核心發(fā)展區(qū)塊。在新時(shí)代發(fā)展背景下，如何利用現(xiàn)有空間、尊崇鑒湖精神，將鑒湖轉(zhuǎn)化為多種界面皆可感知的城市品牌符號(hào)，描繪“鑒湖新盛景”的共同想象——這是一場(chǎng)“超越性”的議題，亦是生態(tài)文明和文化自信時(shí)代下的“新?tīng)I(yíng)城”觀念的重要體現(xiàn)，并為中國(guó)城市文化地標(biāo)在新時(shí)代下的全新發(fā)展模式探索提供了絕佳機(jī)會(huì)。
  Jianhu is the mother lake of Yue region.It is one of the oldest water conservancy projects in China,an important communication belt of the road of Tang poetry in eastern Zhejiang,as well as the source of Shaoxing rice wine.
  Nowadays,Jianhu has its essence lie in Jianhu Tourist Resort.With profound history,it is also the core development section of Keqiao District,Shaoxing.How to make use of the existing space,respect the spirit of Jianhu,transform Jianhu into a city brand and symbol with various interfaces,and depict the common picture of"Jianhu Revival".It is a“transcending”issue,and also embodies the"wisdom of new city operation"in the era of ecological civilization and cultural confidence,providing us with an opportunity to create a new development mode of Chinese cultural landmarks in urban development in the new era.
  競(jìng)賽內(nèi)容
  Competition Content
  本次競(jìng)賽分為概念規(guī)劃和方案設(shè)計(jì)2個(gè)部分：
  The competition includes two sections,which are conceptual planning and urban design.
  1）概念規(guī)劃Conceptual Planning
  范圍：位于鑒湖旅游度假區(qū)內(nèi)，以鑒湖為核心，東西長(zhǎng)12.6公里，總占地面積約35.4平方公里。涵蓋黃酒小鎮(zhèn)、酷玩小鎮(zhèn)2個(gè)特色小鎮(zhèn)，柯巖風(fēng)景區(qū)、大香林·兜率天宮、喬波冰雪世界、東方山水樂(lè)園4個(gè)AAAA級(jí)景區(qū)，三佳村、湖塘村、賓舍村等傳統(tǒng)村落，馬臻紀(jì)念館等重要旅游資源點(diǎn)，以及“鑒湖探源”“古酒新歌”“越夢(mèng)幻島”“詩(shī)路前沿”“躍動(dòng)湖灣”“明玥柯巖”“海山競(jìng)秀”“藝?yán)L金柯”“香林悟境”“未來(lái)水城”10大主題片區(qū)（詳見(jiàn)《策劃簡(jiǎn)本》）。
  要求：尊崇鑒湖內(nèi)涵，處理好山水與城市、文化遺產(chǎn)與現(xiàn)代產(chǎn)業(yè)、旅游度假與市民生活之間的關(guān)系，構(gòu)建具有“超·越”特性的生態(tài)活力、文化張力、產(chǎn)業(yè)動(dòng)力耦合的鑒湖空間。從宏觀層面提出總體規(guī)劃理念，構(gòu)建總體發(fā)展模式、落實(shí)總體空間引導(dǎo)，營(yíng)造公共開(kāi)放空間，構(gòu)建多元交通體系并提出總體實(shí)施計(jì)劃。
  Scope:It is located in Jianhu Tourist Resort,adopts Jianhu as the core and is 12.6 kilometers long from east to west,with a site area of about 35.4 square kilometers.It covers two characteristic towns—Rice Wine Town and Cool Wow Town;4 AAAA National Tourist Attractions—Keyan Scenic Area,Daxianglin·Tusita Scenic Area,Qiaobo Ice&Snow World and Oriental Neverland;traditional villages such as Sanjia Village,Hutang Village,Binshe Village,etc.;plenty of significant sightseeing spots like Mazhen Memorial Museum;as well as 10 areas:"Jianhu Origin Exploration","Ancient Wine New Songs","Yue Dream Island","Poetry Frontier","Dynamic Lake&Mountain","Glorious Keyan","Haishan Show","Art Woven Keqiao","Xianglin Realm","Future Watercity"(please refer to the General Planning Brief Version).
  Requirements:The planning shall respect the connotation of Jianhu,coordinate the relationship between landscape&city,cultural heritage&modern industry,tourism&citizen life,and build a Jianhu space with"Beyond YUE"ecological vitality,cultural tension and industrial power coupling.It is necessary to put forward an overall planning concept at the macro level,construct the spatial development mode,implement the overall space guidance,create a public open space,build a diversified transportation system and propose the overall implementation scheme.

  2）方案設(shè)計(jì)Urban Design
  范圍：5個(gè)核心片區(qū)（必選）+3個(gè)其他片區(qū)，總面積共計(jì)15.0平方公里。其中，核心片區(qū)包括“鑒湖探源”“古酒新歌”“越夢(mèng)幻島”“詩(shī)路前沿”“躍動(dòng)湖灣”，共計(jì)9.79平方公里；其他片區(qū)包括“明玥柯巖”“海山競(jìng)秀”“藝?yán)L金柯”。入圍的參賽者將以抽簽方式，從這3個(gè)片區(qū)中抽取1個(gè)片區(qū)進(jìn)行設(shè)計(jì)。
  要求：延續(xù)各片區(qū)定位，進(jìn)行城市設(shè)計(jì)，塑造各片區(qū)特有的場(chǎng)景空間和風(fēng)貌特色。具體包括各片區(qū)的功能業(yè)態(tài)細(xì)化、空間形態(tài)設(shè)計(jì)、公共開(kāi)放空間提升等內(nèi)容；同時(shí)，為彰顯“鑒湖新盛景”，結(jié)合空間布局和空間景觀塑造需要，需選擇一處進(jìn)行“鑒湖之眼”門(mén)戶(hù)性地標(biāo)建筑概念設(shè)計(jì)（工作要求詳見(jiàn)《技術(shù)任務(wù)書(shū)》）。
  Scope:5 core areas(compulsory)+3 other areas,with a total area of 15.0 square kilometers.
  Core areas include"Jianhu Origin Exploration","Ancient Wine New Songs","Yue Dream Island","Poetry Frontier","Dynamic Lake&Mountain",covering a total area of 9.79 square kilometers.Other areas include"Glorious Keyan","Haishan Show",and"Art Woven Keqiao".The shortlisted applicants shall select by random draw one of the three areas to design.
  Requirements:Follow the positioning of each area,carry out urban design and shape the cultural space and features for each area.Specifically,it includes the refinement of the functional format of each area,design of spatial form,and improvement of public open spaces;At the same time,to manifest the characteristics of Jianhu,in combination with the needs of spatial layout and landscape shaping,a site should be selected to carry out the concept design of"The Jianhu Eye"as the gateway landmark building(please refer to the Technical Brief for work requirements).

  三等獎(jiǎng)1家：150萬(wàn)元（稅前）
  入圍獎(jiǎng)3家：各100萬(wàn)元（稅前）
  獲得一等獎(jiǎng)的單位將獲得后續(xù)深化鑒湖相關(guān)規(guī)劃設(shè)計(jì)的優(yōu)先權(quán)。
  最佳人氣獎(jiǎng)10名：
  為鼓勵(lì)方案的多樣性，對(duì)于未能入圍第二階段的參賽單位（設(shè)計(jì)機(jī)構(gòu)、聯(lián)合體、個(gè)人），采用大眾投票方式進(jìn)行評(píng)獎(jiǎng)，得票高者獲得最佳人氣獎(jiǎng)，將獲得由主辦方提供的人氣提案證書(shū)及「超·越」獎(jiǎng)品。
  The total bonus pool is up to RMB 9.5 million(incl.GST),with 6 finalists including:
  1 First Prize:award RMB 3,000,000(incl.GST)
  1 Second Prize:award RMB 2,000,000(incl.GST)
  1 Third Prize:award RMB 1,500,000(incl.GST)
  3 Finalist Award:each award RMB 1,000,000(incl.GST)
  The first prize winner will gain the priority to subsequent deepen the related planning and design of Jianhu.
  10 Most Popular Award:
  In order to encourage diversity，A public vote will be conducted on the submitted works out of the 10 finalists.The highest 10 voted work will receive the Most Popular Award and a special「Beyond·YUE」prize as well as a certificate will be awarded by the organizer.

  境內(nèi)外具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的參賽單位（獨(dú)立法人、聯(lián)合體、個(gè)人）均可報(bào)名參加。允許聯(lián)合體報(bào)名，聯(lián)合體成員不得超過(guò)3家，聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加本次競(jìng)賽。
  All contestants with relevant design experience(independent legal entity,consortium,individual)globally can register for the competition.One consortium shall consist of no more than 3 members,and each party of the consortium is not allowed to take part in the competition separately in its own name or by composing a consortium with other design institutions.

  1）第一階段：公開(kāi)報(bào)名暨資格審查和提案遴選入圍階段
  First Stage:Public registration,qualification review and short-listing stage of proposals
  參賽者按照要求提交報(bào)名文件和概念提案，概念提案須包含項(xiàng)目理解、核心理念、規(guī)劃策略等內(nèi)容，以30頁(yè)為宜。
  報(bào)名資料（含報(bào)名文件及概念提案）雙面打印，裝訂成冊(cè)，文本A4尺寸，提交7份（須加蓋公章；如為聯(lián)合體，則聯(lián)合體成員單位均須加蓋公章或簽字）。文件統(tǒng)一密封包裝在1個(gè)包裝袋內(nèi)，并在密封袋上注明“「超·越|鑒湖新盛景」紹興鑒湖概念規(guī)劃與方案設(shè)計(jì)國(guó)際競(jìng)賽”及參賽單位名稱(chēng)。密封袋的封口處須保持密封。

  評(píng)審委員會(huì)將對(duì)參賽者提交的報(bào)名文件及概念提案等材料進(jìn)行綜合評(píng)審，遴選出6家進(jìn)入第二階段。

  The judging committee will conduct a comprehensive review of the registration documents and conceptual design proposals submitted by the participants,and select 6 participants to enter the second stage.
  2）第二階段：概念規(guī)劃與方案設(shè)計(jì)正式編制提交及競(jìng)賽評(píng)審階段
  Second Stage:The submission of conceptual planning&urban design and competition review stage
  主辦方將組織入圍的6家參賽單位進(jìn)行現(xiàn)場(chǎng)答疑并探勘，并確定設(shè)計(jì)地塊。6家入圍單位按照《技術(shù)任務(wù)書(shū)》要求提交成果文件，最終將從中選出一、二、三等獎(jiǎng)（具體成果文件、材料遞交方式、評(píng)審方式及流程詳見(jiàn)《規(guī)則文件》）。
  The organizer will coordinate the 6 shortlist members to conduct on-site surveys,answer questions,and select project sites.The 6 members will submit final design documents in accordance with the requirements on the Technical Brief,and first,second and third prizes will be selected(For detailed deliverables,material submission instructions,assessment methods and procedures,please refer to Competition Rules and Regulations).
