　　競(jìng)賽背景
　　Competition Background
　　鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)2013年3月獲國(guó)務(wù)院批復(fù)設(shè)立，成為我國(guó)首個(gè)、目前唯一一個(gè)由國(guó)務(wù)院批復(fù)設(shè)立的國(guó)家級(jí)航空港經(jīng)濟(jì)實(shí)驗(yàn)區(qū)，也是鄭州-盧森堡“空中絲綢之路”先導(dǎo)區(qū)。為進(jìn)一步完善航空港二十一城等城市功能，實(shí)現(xiàn)“現(xiàn)代化、國(guó)際化、世界級(jí)物流樞紐”“中原特區(qū)”發(fā)展目標(biāo)，加快航空港建設(shè)步伐，擬依托園博園建國(guó)飯店為基礎(chǔ)，在園博園的周邊選址建設(shè)一個(gè)集會(huì)議、展覽、酒店、宴會(huì)、辦公于一體的大型綜合性國(guó)際文化交流中心。該項(xiàng)目應(yīng)滿(mǎn)足舉辦高規(guī)格、綜合性國(guó)際級(jí)會(huì)議的需求，并提供相關(guān)的住宿、餐飲等服務(wù)功能。
　　Zhengzhou Airport Economy Zone became the first and currently the only national-level aerotropolis economic development pioneer area approved by the State Council in March 2013,as well as a pilot zone for the Zhengzhou-Luxembourg"Air Silk Road".To improve the city functions of the 21 urban functional areas of Zhengzhou Airport Economy Zone,realize the development goal of a"modernized,internationalized,world-class logistics hub"and"Central Plains Special Zone",and accelerate the construction of Zhengzhou Airport Economy Zone,the Host intends to build a large comprehensive international cultural communication center integrating conference,exhibition,hotel,banquet,and office in the periphery of the garden expo park based on the Jianguo Hotel.The project should meet the demand for holding high-profile,comprehensive international-level conferences,and provide related accommodation,catering,and other service functions.

　　競(jìng)賽范圍
　　Competition Scope
　　本項(xiàng)目設(shè)計(jì)范圍位于航空港園博園周邊，北臨園博園?？傆玫孛娣e約32350.747平米；地上總建筑面積約64701.494平米，容積率＜2.0，建筑密度小于40%，建筑高度整體控制在＜36米。本次設(shè)計(jì)競(jìng)賽內(nèi)容為一期會(huì)議中心建筑概念設(shè)計(jì)，一期地上建筑面積約為1.5萬(wàn)平米，占地約14921.040平米，二期預(yù)留用地17429.707平米。用地范圍詳見(jiàn)下圖。
　　The design area is located around the Garden Expo Park in Zhengzhou Airport Economy Zone and is bordered by the Garden Expo Park to the north.The total land area is about 32350.747 square meters;the total floor area is about 64701.494 square meters,the floor area ratio is less than 2.0,the building density is less than 40%,and the overall building height is controlled below 36 meters.The competition is for the conceptual design of the first phase of the conference center building.The above-ground construction area of the first phase is about 15,000 square meters and covers an area of about 14,921.040 square meters.The land reserved for the second phase is 17,429.707 square meters.The scope of land use is detailed in the following diagram.

　　征集方式
　　Competition Method
　　1、組織方式/Method
　　本次競(jìng)賽采用“公開(kāi)征集”的報(bào)名方式。
　　The competition adopts the method of"open call".
　　2、工作階段/Work Stages
　　本次競(jìng)賽將在全球范圍內(nèi)公開(kāi)征集設(shè)計(jì)方案，分為“資格預(yù)審”、“方案設(shè)計(jì)及評(píng)審”兩個(gè)工作階段。
　　The competition is divided into Pre-qualification Stage and Scheme Design and Review Stage.
　?。?）第一階段：資格預(yù)審
　　主辦單位公開(kāi)發(fā)布公告，面向國(guó)內(nèi)外專(zhuān)業(yè)設(shè)計(jì)機(jī)構(gòu)公開(kāi)征集，設(shè)計(jì)機(jī)構(gòu)提交相應(yīng)的報(bào)名文件和概念提案，主辦單位組織召開(kāi)資格預(yù)審會(huì)擇優(yōu)選取12家入圍單位，進(jìn)入“方案設(shè)計(jì)及評(píng)審”階段。
　　(1)Pre-qualification Stage:
　　The Host will publicly announce the competition for domestic and international design agencies,which will submit the corresponding registration materials and concept proposals,and the Host will select 12 finalists to take part in the Scheme Design and Review Stage.
　?。?）第二階段：方案設(shè)計(jì)及評(píng)審
　　在入圍的12家設(shè)計(jì)機(jī)構(gòu)提交《參與確認(rèn)函》和《保密協(xié)議》后，主辦單位將組織入圍設(shè)計(jì)機(jī)構(gòu)進(jìn)行現(xiàn)場(chǎng)踏勘和答疑，并提供方案設(shè)計(jì)階段設(shè)計(jì)任務(wù)書(shū)和設(shè)計(jì)基礎(chǔ)資料。入圍設(shè)計(jì)機(jī)構(gòu)在規(guī)定時(shí)間內(nèi)提交符合要求的成果文件后，主辦單位組織召開(kāi)方案評(píng)審會(huì)在入圍設(shè)計(jì)方案中選出第一名優(yōu)勝方案及其他獲獎(jiǎng)方案。
　　(2)Scheme Design and Review Stage:
　　After the 12 shortlisted design agencies sign the Participation Confirmation Letter and the Confidentiality Agreement,the Host will organize the shortlisted design agencies to conduct the site visit and Q&A and provide the design brief and design basic information for the project design stage.After the shortlisted design agencies submit the required deliverables within the specified time,the Host will organize the Scheme Design Review Meeting to select one top winner and rank the other winners among the shortlisted design programs.
　　3、報(bào)名要求/Registration Requirements
　　本次國(guó)際征集不設(shè)資質(zhì)要求，采用全球公開(kāi)報(bào)名的方式，國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)、聯(lián)合體均可報(bào)名參加，不接受個(gè)人或個(gè)人組合的報(bào)名。
　　There are no qualification requirements for this international competition,and both domestic and foreign design agencies can apply for the competition.But individuals or combinations of individuals will not be accepted.

　　競(jìng)賽獎(jiǎng)金
　　Competition Bonus
　　經(jīng)過(guò)專(zhuān)家評(píng)審后，符合設(shè)計(jì)要求的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體），依據(jù)其排名將獲得如下獎(jiǎng)勵(lì)：
　　第一名：獲得含稅人民幣260萬(wàn)元，
　　第二名：獲得含稅人民幣150萬(wàn)元
　　第三名：獲得含稅人民幣120萬(wàn)元
　　第四-六名（3名）：各獲得含稅人民幣80萬(wàn)元
　　其他優(yōu)秀入圍設(shè)計(jì)機(jī)構(gòu)（6名）：各獲得含稅人民幣50萬(wàn)元
　　如第一名提交的方案確定為實(shí)施方案，除競(jìng)賽獎(jiǎng)金以外，還將獲得方案設(shè)計(jì)合同，最終設(shè)計(jì)費(fèi)依據(jù)《2002年工程勘察設(shè)計(jì)收費(fèi)標(biāo)準(zhǔn)》計(jì)算。
　　Design agencies(Consortium)that meet the design requirements upon review by experts will receive the followings according to their ranking:
　　The First Prize(1 winner):RMB 2,600,000(tax inclusive).
　　The Second Prize(1 winner):RMB 1,500,000(tax inclusive).
　　The Third Prize(1 winner):RMB 1,200,000(tax inclusive).
　　The Fourth to Sixth Prizes(3 winners):RMB 800,000 each(tax inclusive).
　　Other outstanding finalists(6 winners):RMB 500,000 each(tax inclusive).
　　If the first submitted proposal is determined to be the implementation plan,in addition to the competition bonus,the design agency will sign a proposal design contract,and the final design fee will be calculated according to the Engineering Survey and Design Fees 2002.

　　About Zhengzhou Airport Economy Zone
　　國(guó)務(wù)院于2013年3月7日批復(fù)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)發(fā)展規(guī)劃，這是全國(guó)首個(gè)、也是目前唯一一個(gè)由國(guó)務(wù)院批復(fù)的國(guó)家級(jí)航空經(jīng)濟(jì)實(shí)驗(yàn)區(qū)。河南省委省政府確定鄭州航空港為“空中絲綢之路”先導(dǎo)區(qū)，要求建成“現(xiàn)代化、國(guó)際化、世界級(jí)物流樞紐”、“中原經(jīng)濟(jì)區(qū)和鄭州都市圈核心增長(zhǎng)極”、制度型開(kāi)放“中原特區(qū)”。目前全區(qū)實(shí)際管轄面積747.8平方公里，人口超過(guò)100萬(wàn)人，建成區(qū)達(dá)到110平方公里，基礎(chǔ)設(shè)施覆蓋超過(guò)220平方公里。高鐵鄭州航空港站已開(kāi)通運(yùn)營(yíng)，航空港區(qū)正式邁入“機(jī)場(chǎng)+高鐵”雙樞紐時(shí)代，國(guó)際陸港、鄭州水港也正規(guī)劃建設(shè)，未來(lái)將形成“空鐵陸水”四港聯(lián)動(dòng)發(fā)展格局，綜合交通樞紐優(yōu)勢(shì)進(jìn)一步得到加強(qiáng)。
　　On March 7,2013,the State Council approved the development plan of Zhengzhou Airport Economy Zone,which is the first and currently the only national-level aerotropolis economic development pioneer area approved by the State Council.Henan provincial government identified Zhengzhou Airport Economy Zone as the"Air Silk Road"pilot area,which is required to build a"modernized,internationalized,world-class logistics hub",a"core growth pole of the Central Plains Economic Zone and Zhengzhou Metropolitan Area",and an institutional open"Central Plains Special Zone".The actual area under the jurisdiction of the region is currently 747.8 square kilometers,with a population of over 1 million people,a built-up area of 110 square kilometers,and an infrastructure coverage of over 220 square kilometers.Zhengzhou Airport Station of high-speed railway has been opened,and the Zhengzhou Airport Economy Zone has officially entered the era of"airport+high-speed railway"double hub.The international land port and Zhengzhou water port are also under planning and construction,which will form the"air-rail-land-water"four-port linkage development pattern in the future and further strengthen the advantages of the comprehensive transportation hub.
